 Responsibilities 
 Provide financial management support to the Program Executive Office for Integrated Warfare System (PEO IWS) Chief Financial Officer and staff. Update and manage appropriations (O&amp;M,N; RDT&amp;E, SCN, OPN) using PRISMS. Generate control reports and issues for fiscal years using PBIS. Download Presidential, Office of the Secretary of Defense (OSD), and Department of Navy (DON) budgets/exhibits using (NHS/BOCS). Prepare monthly obligation/expenditure reports using STARS through COBRA and Excel spreadsheets. Develop briefings and metrics as required 


Establishes highly complex program plans and conducts in-depth research to define program requirements. 

Implements innovative strategies for deploying and implementing new program planning policy initiatives and measures the effectiveness of implementation. 

Uses quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution. 

Validates viable business models for business partnerships and programs. 

Seeks out and researches prospective opportunities. 

Creates financial projections for growth and profitability of future projects and programs. 

Provides expertise to upper management and plays a role in overall functional strategic planning as well as in deal negotiations, contract development, due diligence and other business development or alliance development projects. 
 Qualifications 
 The ideal candidate will have 10 years of experience in DoD Budget and Financial Management (NAVSEA Budget and Execution support experience preferred). Additionally, the candidate should be proficient in the use of DoN financial management tools (PRISMS, AutoDoc, STARS, NHS, and COBRA) and Microsoft Office Applications. 


Bachelor¿s degree in related discipline plus 8 to 10 years of directly related experience in technical program planning, administration, budgets, and development. Master¿s degree preferred. 

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by

Qualification/Experience/Skills
A minimum of Master degree in Law.
Twelve (12) years professional experience including six (6) years relevant international experience and five (5) in supervisory or managerial capacity.
Possession of a higher degree will reduce the required professional experience to ten (10) years with five (5) in supervisory or managerial capacity.
Experience in a variety of private and public institutions preferably a multi – cultural settings and in an international institutions will be an added advantage.
Leadership skill and ability of work in a multicultural team.
Good interpersonal and social skills for work with peers and subordinate staff.
Able team player.
Good communication skill.
Must be computer literate.
Age
The Officer must not be over fifty (50) years old at the time of recruitment.
Language requirement.
Must be proficient in one of the official language of the Court; English, French &amp; Portuguese.
A working knowledge of another will be an added advantage.

Qualification/Experience/Skills
A minimum of Master degree in Law.
